- Nominated by their respective Governments or National Focal Points.
- Middle to senior level government officials
- Suitably qualified to attend the training course
- Proficient in English, i.e. have a good command of spoken and written English. (Please note that there will be no interpreters on hand during the training)
- In good health to complete the course. Expecting female officers are discouraged from applying
- Below 50 years of age
- Able to attend the course from the start date to the end date.
Participants who miss more than 10% of the course may not be awarded the Certificate of Attendance. If it is deemed necessary to return home temporarily during the period of training, the participant should seek approval from the respective nominating authority, the Government of Singapore and the relevant training agency. In this event, travel and other related expenses will be borne by the participants .

Applications should be:
Submitted using the appropriate application form (in duplicate copies).
Typed or handwritten in CAPITAL LETTERS
(Please note that application forms completed with illegible
particulars/ details will not be considered.)
Endorsed by the National Focal Point or the Ministry of Foreign Affairs of your country
Forwarded to Singapore through diplomatic channels ahead of the nomination

Medical Examination Form (MEF): The Medical Examination Form (MEF) is required for courses lasting more than 1 month. A certified medical practitioner should complete the MEF. X-ray films need not be attached to the Medical Examination Form but should be produced when requested.
Note:
In the event there are more applicants than training places, the selection of candidates will be based on merits. Hence, the Government of Singapore seeks the understanding of the applicants in the event their application is not selected.
