Why can translating a book change its original voice?

What should an author do when a translated version reads correctly but feels different from the original? A memoir writer I know noticed that several personal phrases sounded too formal after translation, changing the emotional tone of important chapters. How can authors protect the original voice without rewriting the translator’s work? Which parts should receive extra review, and what honest questions should authors ask a book translation agency?
