 i thought there was an airport in Huaphan??

 

Huaphan plans airport to give lift to tourism
Plans are in place to build an airport in Huaphan province to encourage more domestic and overseas visitors to explore the area.
At the moment, not many tourists make it to the province because it's a two day bus trip from Vientiane.

I think so too. Lao airlines has a daily schedule between Vientiane and Xam Neua. Maybe they will update the existing airport or build a new one on more appropriate areas.
