 Because '' That Luang and ViengChanh built at the sametime,'' and Administrative by the first Chao phaya (Chanh-tha-buly- Pasit thi sack) that's why we got the name(Nakhon-ViengChanh or Phathat luang ViengChanh) got it now bro!!.
