why spent so much money on number 3 ?

The Lao PDR  government has to pay more than 7,996 million U.S. dollars for the debt , but i think Chinese won't take the money, because they just want to the Laos natural recourse according to an agreement.

I think at this amount of money, we can give them back by provide from National foreign reserve better than to let a lot of Chinese people come to our country in order to avoid social problem in future...as we all know Chinese are very smart...

Laos, World Bank reach new grant agreements

The World Bank will provide Laos with new grants of US$46.5 million to boost development in the education, environment, and energy and mines sectors.

Deputy Minister of Finance Ms Viengthong Siphandone and World Bank's Southeast Asia Director Ms Annette Dixon signed the new financial agreements, aiming to provide financial support to help the Lao government to develop these important sectors.

According to a press release from the World Bank, the new grants will help the Lao government to implement four projects, including an Educational Development Project. The additional financial support of US$15.5 million aims at increasing primary school enrollments and completion of schooling in the 19 poorest districts in Laos .

T he pro jects also aim to improve the quality and capacity to develop policies to manage primary education and implement educational strategies which have been endorsed by the Lao government and its development partners.

US$20 million of the new grant will fund the second phase of the rural electrification scheme. This project aims to enable 37,700 rural households to access electricity from both grid and off-grid sources and to improve the financial performance of Electricite du Laos. The project will contribute to the Lao government's goal of electrifying 90 percent of the country's households by 2020.

The rest of the grant will be used to strengthen capacity building in the hydropower and mining sectors and environment and social development projects. The projects will help the Ministry of Energy and Mines, the Water Resources and Environment Administration, Environment Protection Fund and the National University of Laos to achieve their goals.

Ms Viengthong said the Lao government has always highly valued the participation of the World Bank in supporting socio-economic development in Laos .

“Today's signing of four projects is a significant milestone in enhancing and boosting closer cooperation between Laos and the World Bank,” she said.

She urged all sectors concerned to implement the World Bank funded projects effectively and comply with the laws and regulations of Laos .

“These four projects will give further impetus to the reform efforts of the Lao government by building capacity to sustainably manage natural resources and expand service delivery to Lao people in education and energy,” World Bank Country Manager for Laos Patchamutu Illangovan said as quoted in the press release.

“Collectively, the projects will help Laos to sustain growth and further reduce poverty while strengthening transparency and accountability.”

The World Bank currently is supporting Laos to achieve its 7th National Socio-Economic Development Plan thro ugh 18 development projects with a total commitment of nearly US$250 million.

Sorry if i misunderstand, my English is very poor.

I think 3 million is too much for spending only in organizing of the governemnt. The the govt agency, who is responsible for this 3 ml will be ****ing out this 3 ml for spending with the many very nice and luxourious cars in his/her office. The vehicles may be used firstly in office adm and be distributed to his/her children later on.

Spend only 3m. on number #3 to improve the organization & Gov't.  Oh...my god.  What does that get you?  Well   let's see, all party members get Landcruiser, Land Rover or Lexus & what's left?  Not enough $$$ to upgrade their office equipt.
That's just my opinion.

I have seen only the new school were supported by Vietnamese and Japanese in many part of Laos..and there are still many village without school and in countryside!! i read many article about education aids in Laos, the Ministry of education wanted to build the new school for kids, but in the end... not many new school are completed in Laos!!

i want to ask DR somkot that, when will  new school in Khammuan province start to build?
