If you are in Xiengkhouang (sorry I just happened to have worked there recently), you will see tobacco plants being cultivated now to supply to the newly built factory in the area.

I think the purpose of the sign is to warn Lao people as well as foreigners not to bring Thai cigarette back to Thailand
If the sign was made by the Lao authority, it should not be ethically correct -it sounds discriminatory against others'. HOWEVER, the Lao words written in the sign do not seem to be 100% Lao language (There's something wrong with one or two Lao alphabets written in the banning sign!).
I assume that this is a kind of propaganda - IN A LAO PROVERB, they say;
"LOR HAI JOUR (NOVICE/MONK) TEE KAN" = meaning ''trying to set up a bad story for two groups of people to fight against each other''.

I think Thai customs warn Lao people or foreigners who crossing to Thailand not to bring those imitation Thai cigaratte brands into the Kingdom of Thailand and they will charge in Thai Baht. If Lao ban Thai Cihgaratte they should charge in USD or Kip, right?
Anyway, I don't smoke cigaratte but only drink hehehe....

It’s not Laos bans Thai cigarettes, but it’s the Thai authority’s warning signboard to Lao people who enter Thailand not to bring in Thai counterfeit cigarettes (probably made in China).
I saw these signs on the Thai side of the Chongmek immigration office in Ubolrach atani province and on the boder of Thailand and the neighbouring countries.
