our university can't provide a doctor degree for student in Laos, the graduation ceremony of school 2008-2009 in University of Laos, there are 6386 students have graduated , the bachelor's degree is 4173 and the Master degree only 117

when can we provide the doctoral degree in Laos?

plus, what the hell is wrong with the graduation ceremony this year, why the gov were not allowed to parents or friends to participating at the ceremony, any one knows??
