IT is not about being selfish, but please before you make such suggestion, think first about improving quality of education for your own people first. Chinese has become a rich and powerful country, no need to offer them scholarhip, maybe an exchange program will do. But the money you are suggesting to spend to give scholarship grant to Chinese will better be spent and go a long way if spent in renovating dilapidated schools in rural Lao or for purchasing adequate books and school supplies for the poor students in Laos.
There is no problem taking advantage of the help offered and scholarship provided by other countries to Laotians. You may interpret that as Lao begging from other countries or you may see it in another way, like other countries doing charitable act to the poor country of Lao.

don't worry, the government has already provided the scholarships to the Chinese to do some business and Investment in Laos. i think it would be 50 000 Chinese to live in Laos in the next few years, it 's not worth to exchange with the 100 scholarships for Lao student each year.
