Japan supports 30 billion kip for education development
(KPL) EDF or Education Development Fund, a Japanese NGO gave 30 billion kip or US$ 3 million to the Lao government through the Education for Development Fund (EDF-Laos) to develop the education for Lao children and to build school in five provinces.
A Memorandum of Understanding (MOU) for the said fund was signed yesterday in Vientiane between president of EDF-Japan, Mr Akio Terumasa and Director General of Department of Primary and Pre-School Education, Mr Chaleun Souvong.
This fund which is a grant aid from Japanese people provided through Japanese based-NGO will be used for education development from April 2008 to March 2013 in Vientiane Capital, Khammuane, Savannaket, Saravan and Sekong provinces.
The main project activities will cover the scholarship to under privileged students at primary and secondary schools, short term training of in-service teachers and pedagogical advisors both primary and secondary level in teaching mathematics, physics and other base on the yearly need, long term training for two levels such as pre service training for middle and bachelor degree in teacher training institutes.
The trained teachers will be to own villages to teach in primary or secondary schools, especially the minority teacher at rural area, master degree will get scholarship to student natural sciences such as mathematics, physics, chemistry and biology at Kornkaen University of Thailand, building of primary schools in the target provinces based on the urgent need of the community and the fund available of the donors and supporting school activities such as agricultural productivity by establish sub-project ?One school one project?. The other activity is ?check and follow student health?.
The Lao Education for Development Fund is a non-governmental organization, which based in Japan, formerly called Minsai Center Laos, founded and presided by a Japanese Mr Akio Terumasa in collaboration with Lao Ministry of Education (MOE) has implemented its projects to support the education in Laos since 1997.
Do you believe USD 3,000,000 to goes to Lao childrens? I think when the money reach these poor childrens may left only 3,000,000 Gip and the rest gone to some manies hands.
In each year Lao receiving money from many ways from the riches world but how many percentage of these money is reaching their hands.
Donation of this big money this round...many peoples in the dark shadow is coming out from the cape again hahaha....

if compare between the poor family and normal+rich family in Laos, I am sure that the majority of top students in the class are from the Normal and rich family. therefore the project won't help poor student to get higher education, in contrast, the project will help those students from the normal and rich families to get higher education. i hope this project is really help the poor kids in the remote area, but how? build them a school and library and computer. provide the area with good teacher and good education system.

I have a friend his nick name is TOOK he is from poor family in rural of Lao not even in city, but he is good....in his study and qualified to study abroad and now he came back to Lao and working for Lao government, his field is Stock Exchange, he graduated from ANU of Australia ( Master Degree of Economic ). So if you study hard and good you will success one day....no matter you are rich or poor....Do you think now you just buy your way in to study in USA, or Australia, Japan or France...I don't think. You must past some sort of exam before you will be able to gain an entry to these countries universities.

EDF Laos/Minsai Centre has been working in Laos for many years, the Japanese are familiar with the situation & problems with corruption in Laos. That's why they focus on Khammouane, Savannakhet, Salavan & Sekong provinces - these are the places where they can make a greater difference to kids from poor areas. Other NGOs like Village Focus Intl & World Education also focus on Salavan, where there are still districts like Ta-Oy that can be totally cut off from the outside world for months during the rainy season, & still some rural kids who get the chance to start their primary school education only when they are as old as 15 years.

i don't think, that anyone can give you the right answer. i would say, that it's not a high percentage of the rural poor kids, that get higher education. by said that, it's not discrimination or the kind of, but the life style of the rural ppl. when you live in the remote villages, your experiences and you thinking is hard to be faster than of the ppl who are living in the modern and world communicated cities/towns area. don't jump to conclusion that the administrative's policies to give more oppotunities just for the rich, but excepting the riches are more likely having advantage. BTW i m one of the less fortuned to get here where i m without to be rich. to be rich is not wrong, but to be poor, something you, yourself need improvement.

FOR THE POOR KID WHO smart, the japaness go there and test if you good the japaness will take them to the city to study in the the school city japaness will provide food, house
school for you. alot of kids from from other province come to vte bc of that
programe. and lao gov have talent school that every kid who is good in special fiel will be living in there. but you have to passe the exam.
Thank you Japanese government,our kids future is in your hand. I know you can go around corruption. Please make sure your aid go to poor kids. Those kids need opportunity. I know they will not forget Japanese like I never forget USA who brighten my future and my brother, who is a doctor now. We came from a poor family. I can honestly say that you have done alot more for laos kids then our own government ever did. Hell..last time they took our land and give it to the chinese and the vietnamese and all we got back on return was the vietnamese soldiers pointing their gun at our head. Gee wish....what a great county...hay!!!

Education for Lao children is the means to country development.
If many Lao kids have poor basic education----not many of them achieve higher education---not many of young adult specialize on particular fields----few capable top class Lao leaders.......How can Laos be developed that fast.
