I found this photo at tourlao website and wonder what is the name of this stupa. It is newly built in Luang namtha province? What is it build for? and are there any relationship with Thatluang stupa in Vientiane? Their design is very similar.

NO, this is absolutely not That Xieng Tung. Xieng Tung stupa is a Tai Lue style stupa, and it's characteristic has octagonal shaped foundation, which is similar to the Burmese style.
I don't know the name of the stupa above. But my guess is that this stupa does not look ancient. Looks like it has just been renovated, maybe rebuilt replacing the crumbling one.
Perhaps, the stupa don't even have historical relationship with the That Luang in Vientiane. Rather that it's just a modern copy of it. In fact the "lotus bud style" stupas are mainly found in the north-central,central and the south region. The lotus bud style is not a characteristic of Tai Neua architecture.
