Laos shuts down three night clubs in Vientiane

VIENTIANE -- Vientiane authorities have issued orders to shut down two major nightclubs in Chanthabouly, after finding they were not meeting entertainment business regulations.

Another nightclub in Xaythany district has made the independent decision to close its doors following an agreement with authorities before entertainment.

The Deputy Head of the Committee for Entertainment Venues Management in Vientiane , Mr Somsanith Phengkanya, said yesterday the committee had issued orders to the Xaysana and RCA nightclubs in Chanthabouly district to stop business and close down.


The Xaysana club was given 60 days to close, while RCA was ordered to cease business immediately and the Phonpasong nightclub in Xaythany district agreed to close on July 8.


Mr Somsanith who is also Head of Cultural Affairs Division of the Vientiane Information and Culture explained that the Xaysana nightclub, which is located inside the Xaysana Hotel, was too close to two temples, considered sacred worshipping sites for Lao people.


The club's patrons had also been using the grounds of the Inpeng and Ongteu temples as car parks, and the committee had considered the proximity of scantily-clad club-goers to Buddhist monks inappropriate, he added.

"According to the entertainment business regulations, entertainment venues must be located a certain distance from community facilities such as schools, hospitals and temples," he said.


He said the owner of Xaysana nightclub had appealed to the committee to be granted a delay of 60 days before closing down, as he needed to sell off stocks of alcoholic beverages before altering the building to accommodate another type of business.


"We agreed with this condition, but the fact is that the nightclub will inevitably have to close," he said.


Mr Somsanith said the committee had also ordered the closure of the RCA nightclub because it had been operating without an entertainment licence.

He said the committee had found some time ago that the RCA nightclub only had a licence to operate a restaurant, which did not extend to a venue where customers can drink and dance.


"The committee had previously issued warnings to this club to adhere to the conditions of its licence by only serving food, but the owner ignored these warnings. The committee had no choice but to order it to close," he said.

He added that Chanthabouly district authorities had revoked the restaurant licence from the owner of the RCA nightclub, effectively removing the possibility of their continuing to operate.


The other closure announced recently was that of the Phonpasong nightclub, located in the Phonpasong Hotel in Khamhoung village, Xaythany district, on the Phontong road near the National University of Laos.

Mr Somsanith confirmed that this nightclub's owner had cooperated with the committee, and made the independent decision to close down on July 8.

He said the Phonpasong nightclub had become a gathering place for people under 18, and that there had been several incidents of young people having fights.


He said that the owner' decision to close down for improvement and repairs was a preferable option to a forced closure, because it meant the club would have the option of reopening once the owner had determined a way to improve services and impose age restrictions on its patrons.
 

Mr Somsanith also warned that other entertainment venues, including the nightclub and karaoke bar at Don Chan Palace Hotel, would need to be careful to adhere to the regulations regarding closing times, as all owners had signed agreements with the committee to follow all entertainment business regulations. //

entertainment places closed due to illegal acts
(KPL) Vientiane Public Security Office said yesterday claiming that six entertainment places across the capital have been closed due to their illegal acts so far this year.
Over 60 of them have been warned on their overtime service, said yesterday Deputy Head of the office Lieutenant Colonel Sengphet Phommaly.

Vientiane is also worried about that most of the illegal acts by young people involve entertainment places.

The official said that 17 gambling houses across Vientiane attract over 500 young people a day and 25 % of them are on their escape from schools.

Mr Sengphet also said that the participation of students in illegal motorcycle race in this time makes up 49% while unemployed youth make up 51% in which 24% are women.
“Vientiane will establish a taskforce to curb the fights of youth at the entertainment places, roads and communities in six districts,” said Mr Sengphet.

Forty-three fights occurred in the past six months with 67 people detained. However the accidents are reduced by 14% from the same period of last year.

Over 60 Awareness raising activities on road accidents took place in the past one year, including the distribution of 40,000 brochures on traffic, installation of traffic signs and lights at almost 30 t-junctions and crossroads.

THAT'S THE COMMUNIST SYSTEM, IF THEY DON'T LIKE IT, THEY WILL CLOSE IT DOWN, IMAGINES HOW MANY JOBS HAVE BEEN LOST. 
NOW WHO WANTS TO GO AND INVEST IN LAOS, YOU WONDER.  IT'S VERY UNPREDICTABLE.  IN OTHER COUNTRIES, THEIR GOVERNMENT WOULD NEVER DO LIKE THAT, BECAUSE SMALL BUSINESS IS THE FOUNDATION OF THE ECONOMY.

Actually, it's quite unsderstandable. Every country would have treated like this, if the owners of bars did not observed the law. In the western countries such a case would be treated even more stricker. The bar owners should think not only to gain the money, but also to follow rule of law. Last time, some of my friends, who come from Singapore, asked me why people under 18 years old still can go to the bars. Like this even worse than in Thailand. In Thailand there are prostitute ladies you cannot touch them unless you pay money for that. However, in one of bars mentioned to be closed in Laos I once visited, I didn't need to pay any money. I could do everything exept for the special business. At that time I felt very shameful for such a bar available in Laos. I really support for such an action. Otherwise, our children will be spoiled people.

I agree with you 100 percent : spoiling the life of our children is like killing them bit by bit, what will happen if all our younsters of 15-18 selfindulge and drop into the habit of going to bar three times a week, primo : where the money they spend come from if not from their parents`s purses. secundo : they lose times in studying, at the end of the year, they know nothing regarding their final examination that leads to dropping out and heading to debauche life... Medium and small besiness is good for economic foundation of our country but this kind of business that ignore the rule of law and that exciting minors into vicious and devraved circle is not acceptable, please turn your business into more creative orientation instead of poisoning your own decendants, the future of the nation.

Ditto... laos should have some kind of legislation where a male customer who has sex with a minor (<18 yrs)  must have his thingy chopped off and be fed to the ducks. And those minors who are soliciting for sex should be punished by having them gang raped by members of the legislative house. I know this is extreme but it's just a thought.

It is good to hear that, after all those illegal businesses being shut down. LAO's authority must tell businesses, tourists, and lao people itself that, they must understand the rules of LAW. In the West I saw time after time, particularly the BBC documents showed about SEX SLAVES, SEX UNDER AGES, SEX TRAFFICKING....they all though ASIANS did not understand about LAW. Still plenty of asian men plus western men seeking to have sex with young girls and under ages, they used yound children to have sex, ORAL SEX or ANUS SEX as long as you have the money to pay for those ROTTEN BROTHELS. Let have a look at AUSTRALI, just last week australian government used ARMY and POLICES to crack down the area regarded with SEX with under ages, australian government even not allowed PORNOGRAPHY ( Sex magazins, sex materials in any forms to circulate in those trouble spots) why do you think a country such as AUSTRALIA doing that, simply pornography or sex magazins, sex movies are like drugs.....if you look at them you will be stimulated and make you have desire for SEX, too much of those things you became SEX MANIAC, lots human character, like animals.Why leaders in the Western have to be clean of those things., put it this way otherwise you are not fit to be leader. How people can make,create,build many great things, COMPUTER, INTERNET...and other Technology stuffs, all comes down to UNDERSTANDING, understand how things works....let say in the past Computers were not anywhere like now, the first computers used electric bulks for working, just on and off as we know, but they found out there were too many errors, because of the changing electricy flows caused light bulbs not working as they supposed to. Then now COMPUTERS working in just ON and OFF in BINARY NUMBERS, which are 1 and 0 how could they do that, all comes down to understanding. So if Lao people wanted to get rid off things which are not good to LAO in the long run, we have to ask ourselve, particularly, lao inside of Lao or outside who have the money to go and buy children for sex, that's wrong, deadly wrong, and Lao's authority must be tought like NAIL when comes to people do not respect the LAW. Australia will put people who have sex with children under age......in jail for a longlong time. For me if I was Lao's authority i will continue to clean them up, those uncivilsed businesses.

That is good news.Every country as well as every society has the rules to protect and maintain their society system.

The young is most important for maintaining one society or one nation.

So we can not let any body as well as any bussiness lead those young people to the hell.

Many countries banned the young who under 18 year old enter night club and also banned them from drinking alcoho.

Laws in Laos are almost meaningless because they are followed only when people with power choose to follow them.

What do you mean by meaningless. Normally, we hear effective or ineffective law. If you meant nobody will follow our law. I think, at any rate, soon the bars will be closed. In this case what do you think meaningful or meaningless?

For the word "Cheer", it depens. If he or she wrote this word in the sense that he or she supported the idea that had mentioned. I think it's correct. But if you use it when you drink beer, definitely you would need to use the "Cheers".

The word cheer and cheers, when you write to a friend, at the end of email...wishing and comes the word cheer, no S. The person who mentioned cheer with s, or law is a kind of funny word in Lao, I believe is 50% applying to certain issue, let have a look at 1 problem, The law said everybody who rise a motobike must put on helmet, still many don't, even in Thailand when I visited Ubon rajathani, I saw plenty of people driving their motobikes without helmet. So in this case, is not the Law which has problem but the people don't follow. Crazy in a sense.biggrinfurious

In Thailand,20 is prohibitted ,not 18.
