Exactly Right
But if you plus Forestry & Agriculture as well as Construction & Communications, that would be perfectly right.

Well, I have some police friends, they are so poor and many of them are wearing even underwear with holes in the bum. However, my friends from forestry departments at the same level they earn more money from timber traders if they pretend seeing nothing and knowing nothing (I meant even the traders took a little over the quota or take the three from forbidden areas). This is the truth and I have seen from my own experience when I was working with an organization that was working about forestry conservation, and therefore, when the project manager saw that situation the project didn’t continue.

Up to now Lao government does not thing of doing anything about it. I think it is time to begin doing something.

One thing I would like to suggest is looking at educational scheme to change behaviour of young generations. For example, include ‘management ethic, moral and values’ into the teaching curriculum.

What do you think?

I think they'd be the following:

1. Customs
2. Immigration
3. Police
4. Infrastructure/Construction
5. Forestry

....basically, government agencies that have the "power" to approve or deny contracts and approval of deals...

I hope our police is stronger and better than Filipino police, what I saw the filipino police tried to rescue the Hongkong hostages in the Bus few days ago, the mission was failed.. Many people said that, Philippine is corrupted country and no money to train the police how to rescue and crackdown the terrorist.

Custom officer in Laos are the second most corrupted next to politian. You go to Lao and undecated Custom officers has the large house and car for a salery of $200 dollar a month.

Laos are leading into more like corrupted Thailand way of life. Its very sad, because soon you will see more killing, prostitutes, corruptions, fraud.  The communist government should set an example and put a stop to it.

Laos does not need to be Like Thailand or the Whorehouse of SEA, where killing are everyday life.
