i think the govt should borrow some $$ to build it and pay back after 20 years, two lenses express way will save more more time from Pakse to Vientiane, Pakse -vientiane will take about less than 7 hours by car. or more??
and from Pakse to Luangprabang will spend only less than 10 hours??
I've waited 20 years after my marriage gathering money for starting my home construction, I've waited 12 years but failed to see the way of 1 km long going my home in saysetha district paved, I've waited 50 years with success to see paved road from the north to the south of laos and I think I have to wait another half century to see super high way you mentioned above... this is normal pace of our country, of our life...Cheer ! old fellows !
For me... personally, I think U will have to wait for a long time b4 U see the xpress way in Lao. It sounds simple, borrow $$$, build the road & pay back w/in 30,40 yrs. The problem is....Who's going to build it? Chinese, Japanese or American? Do Lao pple have knowledge or skill to do maintenance & to keep it working? As of right now, we only have 1 narrow main road linking North & South, they still having hard time to repair & patch the pothole on the road. Just remember... more lanes of the road...more $$$ to spend on repair. Lao govt do not see the future of the country b4 they see the future of their family. Their family comes first. And U know something else? Every year U.N; USA, UK, Germany, France and even Japan helped country of Lao by donate a bunch of $$$ up to $4 or $500 million, and they even tell them to use those $$ in a good manner such as build Schools, Hospitals, Roads etc.....we still haven't got anything better, Why? bcoz....corruption.... They spent the $$$ on their family, wife & kid got all fancy cars Hope U understand now...................
It is not possible to build high speed highway in Laos due to many factors such as animal roaming and crossing the highway and because of too many ravines and high mountains. It is very dangerous to drive on the mountains because of land slides, rock fallings and the villagers huts along the highway.

no worries about who is gona build, as long as you have $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$ and chinese company is the best candidate.
