Are you sure who ever call , will not be ended up arrested and executed by the corrupted communist party ( the outlaw). It seems to me almost every one of are stick together and cover up for each other. It will take the whole party down that is impossible unless they are themselve have the heart and stop what they are doing and care more for the people.

I agree with you that the constitution is wonderful but no body respect and obey. So it useless . The constitutions say power by the people and government by and for the people . But where is it ? only by one group ( one party ) . The government broke all the laws in the constitution. Have a look and study the constitution care fully Article 32.
No need new laws because the Lao government don't even obey and respect the constitution themselve . Have a look and read the constitution is wonderful . They broke all the laws in the constitution .

Article 2. The state of the Lao People's Democratic Republic is a People's Democratic State. All powers are of the people, by the people and for the interests of the multi-ethnic people of all strata in society with the workers, farmers and intellectuals as key components.
It is wonderful but where is it ? What the people see only government by one party ( communist party ).
If the government allow to improve one Law in Laos that will change night from day if that is possible. Allow the people chose or elect their own representative that mean allow them to vote and pick and chose their leader.

Allow every body to show their ability and capablility to run the country so the people could voted for who ever , they think is the best man for the office.
Allow one more party beside communist party and give the power back to the people from the dictator and allow the people to elect any body they think is the best person for the country.

I agree with you, but again can you see any country on this planet is with out corruption, even in Australia, rich country, there are still plenty of corruptions in all forms, the best thing for LAO to improve the situation is to have a decent wage, or salary for police and government public servants, so they have enough money for living and thus will gradually improve the Corruption Issue, as I know a can you live with 300 000Kips-500 000Kips a month? For me a Lao's government public servant should receive 1000 000Kip a month, if Lao government does not have the money then borrow from rich countries....and let look at Lao people as well, many don't respect rules at all.....particularly driving, I saw many young Lao students broke the law in driving. So not only the government but lao people must respect rules and regulations .
Lao contitution and laws are wonderful if the government obey and pratice them and only we need is the new taxes law so the country will have income such income taxe, property taxe , sell taxe..etc.. and not depends on the foreign aid too much.
it's crazy to adjust the tax law when lao people have a low income, even if the tax increases, probably the gov earns more money , in contrast people are poorer.
