it depends on where you learn , who teaches you. if you compare those who use English as second language, i think Lao have the nicest accent but, when it comes to the words that use CH, SH and S Lao still have some touble to say it right. maybe we have only one ສ
I think Laos has nicer English accent compare to Cambodia and Thailand, What do you think ?
Lao need to stop comparing to other countries it make you looked insecure ,obnoxious, and uneducated this is far less important subject. So far I've dealt mostly with younger generation (below 30 y/o) Lao nai from northern Laos & Thai from Bangkok...
When it comes to pronounciation of English words, I've found it easier to teach the Lao students than the Thai students. As for English grammar, both fare about the same, probably because Lao & Thai have similar grammar & sentence structure. Some older generation Lao have an advantage because of previous exposure to French, & some older Thais from places like Nakhon Phanom can speak pretty good English after having worked for the US military during the Vietnam war.

This is a Hoodwink Target Topic ...we shouldn't compare to other countries.
Compare this ....compare that or insinuated to somebody's country.... and at the end you may get confuse yourself that WHY our country could not compete or to bear comparison with these countries you had mentioned with all about?
Don't just say these words by mouth....it's not kind of good thing to say.

Lao needs to improve pronounciation, but sounds much better that cambodians and vietnamese.
In average, Hong Kong speaks the best British English, while Singapore speaks the ugliest English.
Unlike Laos and Thailand which have their own national language inherited from Pali/Sanskrit, Singapore has not so they created their own distinct language called "Singlish". By ending each English sentence with "la" such as "OK la", "I buy 3 la" and mixed with weir jargons such as "I want teh o la". "Singlish" is the ugliest English I've ever heard.
The rate you rank is only based on the TV announcer of each country so that is not correct. In reality, it needs to look at the majority of population not based on what you see on TV of each country. This is because any countries can ask their people who was born in UK, Australia and US to be a TV announcer.
