Has English ever become a mandatory course of study in Laos?

I just can’t imagine some Laotians in U.S who still speak ESL would collect fees when teaching our own people over there; that would be terrible though. Neither I expect nor would I recommend our people to pay a high fee if they are being taught by Caucasian Americans unless they have a degree or a college background.

I personally think they shouldn’t be teaching for money at all without earning a grade of C or better in English 1B. Not all Americans attend college, so don’t be surprised if their vocabulary is so poor. They don’t even know the definition of “Repatriation” anyway.
 
I understand our Laotian people much better when they speak English than I would understand the Indians or the Vietnamese.

I tried to increase the font size here so just to make it easier to read. It didn't seem to work for me.

when come to speak foreing languges.better than anybody. the thing do not try to speak like thai. thai does not know how to speak english I alway lought at them.

Why would I try to speak like Thai anyway? Not that I try to be conceited here, but I don’t speak ESL like those Bangc0ck people.  My English passed ESL level years ago.  If I ever run into a Bangc0ck monkey, I would be just fine speaking my Laotian Language.  The problem is, Thai in U.S especially women, have always been too polite to me and I just don’t have the audacity to be mean to them. They would call me, “Pee, pee, then cha, cha” I sometimes think they give me more respect than I really deserve.  I used to teach and mentor a 16-year-old high school girl from Thailand whose brother was once married to a Laotian lady in Bay Area.  She was not getting a government grant or scholarship because her parent paid for all her expenses.  It was a private high school where she attended.  I must admit that this girl was very dedicated; she spent hours studying.  Her ex-sister -in-law who is Laotian asked me to assist her English and elementary algebra and I did. I could see it in her eyes how much she appreciated me.  I would swing by at 6 o’clock in the evening until 8:00 o’clock mentoring her for about a month.  My God! She was very sweet greeting me with her two hands raised high above her chest then said, “Watdee ka pee Bruce” and I responded in kind.  She walked me into the room. She made me her Thai coffee and after 45 minutes of mentoring, I would take a cigarette break.  She would lean so close toward me every time she asked a question and her aromatic smell pungently entered my innocent nose and I realized at that moment I was completely in love.  I think she knew it too. Regretfully, I kept telling myself not to take it to another level because she was still a minor at the age of 16 and I was a fully grown man.

Why would I try to speak like Thai anyway? I used to study in Thailand and have a Thai girl friend as a lover, but we have to end our relationship after my graduation and I went back home.
Long after I left her, I heard that she has a new boy friend. She was a very pretty and charming girl, but I was too poor and didn't have a good job afther finishing the school and she still studying at that time and I have never gone back to see her again. She must have thought that I have ended our relationship for good. Later, she married a Thai man and I left Thailand for Laos. It was sad story for both of us. I never forget her.
