Yes, it is the old wat or temple up there, just across the old palace. No monks or novices reside at that temple. I heard that it was built by the Siamese when they took control of Luang Prabang long time ago.

There are no kuti & no monks or novices living there. But on Boun Ok Phansa (14 Oct 2008), I went inside & it was all set up with candles, food, offerings, seats & pha khao in front of the altar for monks who were coming for a ceremony, with 3 mae khao preparing food outside. So in a way it's still functioning as a place of worship. It's right across from main entrance to the Royal Palace, but up some stairs & not lit up at night, so many people don't notice it when walking past at street level along Sisavangvong Road. Hope that the beautiful murals inside will be restored some day.
It is Wat Pa Huak at the foot of Phou Si hill. I saw it every time I went up there. It is situated above the stone wall across the main gate of the former palace or the museum now.
