ADB, Japan to Help Lao PDR Strengthen Higher Education System
MANILA, PHILIPPINES - Japan and the Asian Development Bank (ADB) are supporting moves to strengthen higher education in Lao People’s Democratic Republic (Lao PDR) to reduce poverty and boost the economy.
The Japan Special Fund, through ADB, is providing a $600,000 technical assistance grant to lay the groundwork for the Strengthening Higher Education Project. An additional $120,000 equivalent is being contributed by the Lao PDR government.
The fund will be used to conduct feasibility studies and draw up a 2010-2020 master plan that focuses on improving standards at the National University of Laos, Souphanouvong University, Champasak University, and other key tertiary institutions.
It will address current sector constraints, including lack of equitable access to higher education especially for women and ethnic minorities; low-quality teaching, equipment, research, and management; and the mismatch between the supply of graduates and current market requirements.
“The higher education system still lacks a clear vision, policy, and strategies to reach regional and international standards in terms of quality, relevance, attractiveness, and competitiveness,” said Yasushi Hirosato, Senior Education Specialist with ADB’s Southeast Asia Department.
After years of stagnation, Lao PDR’s economy has been growing strongly in recent years. The government has identified education as one of the key pillars for its plan to sustain economic expansion, reduce poverty, and lift the country out of Least Developed Country status by 2020.
Lao PDR, a key player in the Greater Mekong Subregion, can also support moves towards closer regional integration by boosting the quality of its workforce through improved higher education.
The technical assistance work will run for eight months starting November 2008. The project design is expected to be agreed upon by Lao PDR and ADB by May 2009.
Oh! Thank Goodness. Laos would have a higher education standard. In addition, I would give a big credit to ADB and Lao government as well, rather than only Japan.

The laos goverment will help you if you are the part of their family. otherwise, you have to help yourself. If you want to get a better job you also need to have someone to hook you up, therefore, you will not get no job regardless. You could pay someone to get your foot in the door for a better pay job, its depend what type work you do. I have a relative who is paying someone to get a job, eventhough he has very high education, but that is not the way out.

It's enough to hire Lao staff to work with Japanese experts. You may not know well this kind of project. $600 000 for hiring Japanese and foreign specialists and $120 000 for hiring Lao personnels to work for this project.
