It is just an unfinished structure which the owner abadoned on the ground that he/she was arrested or was not allowed to continue because he/she did not apply for appoval.
 
That could be the case, I just guess.

Don't assume or guess about this concrete structure in Nam Ngum reservoire. If you don;t know the truth, don't assume or specculate about. I want to know only the truth, not the assumption or speculation. Dahn it.

That is recreation Island. I just go there for fishing, I caught alot of catfishes last week. If i dont catch any fish  then I will just go seat on the bench then relax and drinking some beer-lao and also jeeb poo sao.

This old structure might be a standpoint for soldiers (guards) who whant the prisoners (slaves) escape from the islands (DONE THAO, DONENANG), I guess.
